The Afghan government refused to include the agreement in its agreements with the Taliban because the government had not participated in the agreement. To solve the problem, the February agreement is mentioned, but the guidelines referred to at least one other framework document, officials said. In order to ensure efficiency and stability, any agreement on the structure of a post-peace government should highlight the role of state institutions established since 2001. And it must also reflect the underlying constellation of power in Afghanistan, which relies primarily on a consensus among elites than on the dominance of one group over the rest. “The main obstacle that remains is the level of unacceptable violence at the moment: it must stop,” the British mission in Kabul said on Twitter after the agreement. Between April 29 and May 3, 2019, the Afghan government organized a four-day Loya-Jirga to discuss peace talks. The Taliban were invited, but they were not present.  Later in May, a third meeting was held in Moscow between a Taliban delegation and a group of Afghan politicians.  In August 2019, an eighth round of talks between the United States and the Taliban took place in Qatar.  The Washington Post reported that the United States was on the verge of a peace agreement with the Taliban and was preparing to withdraw 5,000 troops from Afghanistan.  In September, Khalilzad said that the United States and the Taliban had reached an agreement until Trump`s approval. However, less than a week later, Trump canceled peace talks in response to an attack in Kabul that killed an American soldier and 11 others.  After the failure of talks with the United States, the Taliban sent a delegation to Russia to discuss the prospects of withdrawing U.S.
troops from Afghanistan.  On September 18, 2019, the Taliban declared that if Trump decided to resume peace talks in the future, their “open doors” would be open.  The agreement comes after the two sides found themselves on the brink last month. The Taliban and government negotiators agreed on the principle of about two dozen procedural points, Afghan officials said, but a concrete agreement was reached by President Ashraf Ghani, who instructed the government`s negotiating team to include at least one other condition: that the government, with its official name, the Islamic Republic of Afghanistan , be included in the guidance documents. The four-part agreement between the United States and the Taliban has forced the United States to withdraw most of its troops from Afghanistan, which it is doing. In exchange, the Taliban assured that Afghanistan would no longer be used as a base for attacks against the United States and its allies. It also agreed to cooperate with the Afghan government. The opening of the February 29 agreement between the Taliban and the U.S. government was another point of disagreement. The agreement called for the withdrawal of U.S. and NATO troops in exchange for commitments made by the Taliban to fight terrorism and the release of 5,000 Taliban prisoners.
Key players such as Qatar, which is hosting the talks, and neighbouring Pakistan, whose government and army have helped pressure the Taliban to bring them to the negotiating table, also welcomed the agreement, which Doha described as a “milestone.”
