This website provides information to federal applicants, personnel, contractors and the military, as well as guidelines, advice and tools to support the Authority`s personnel and security offices. Federal Investigations (FINs) are published on this site to enable timely communication from the National Background Investigations Bureau (NBIB) with federal authorities. Full-Field Background Investigation (FFI) is required for employees assigned to high-risk positions. This survey has a scope of 7 years and includes checks by national authorities, as described in the INH, a personal interview, employment, autonomy and unemployment insurance, verification of education, residences, former employers and law enforcement authorities. The Personnel Security and ID Office (PSIO) receives the security forms completed by a staff member if via e-QIP and verifies the accuracy and completeness of the forms. After approval, the security forms are forwarded to the Personnel Management Office (OPM) for the conduct of the investigation. Deposit offices may have multiple SSEs. Any person authorized by the Director of the Filing Office may use the SON to obtain information on the status of a substantive NBIB investigation, provided that the caller can answer questions posed by Telephone Liaison. Security/Suitability Investigations Index (SII) data is not available for SON. The Special Agreement Check (SAC), which is a limited investigation (or series of audits) that is only carried out through a specific agreement between OPM and an agency. The SAC proposes an alternative procedure that allows the IS to obtain searches specially tailored to its specific needs and includes: Security Agency Checks, Fbi National Criminal History Checks and Law Enforcement Checks. SI uses the ISC for all pre-appointment investigations. Each security office is responsible for providing NBIB with an official postal address, contact details and an approved list of personnel authorized to request information on administrative cases.
The SOI should regularly update this list. Authorized personnel are the only person authorized to receive information by telephone. Contact Telephone Liaison at (724) 794-5228 or visit the NBIB website to obtain the PIPS 11 form required to obtain an SOI and update the SOI contact information. When submitting requests for investigation to NBIB, the SOI can also be used in the SON block of the standard form if soI and SON are the same office. The substantive investigation, which is requested for employees assigned to moderate, low-risk and non-sensitive positions, is a National Control Agency with Written Inquiries (AIN). The ENAI is carried out by OPM. This investigation covers five years of FBI fingerprint verification, name control and investigation files, the OPM Security/Suitability Investigations Index, national credit bureaus and corresponding military records, written requests to law enforcement, former employers and superiors, personal references and schools. The Personnel Management And Support Board (OPM) requires individuals who apply to be admitted to the federal government to investigate their fitness to work. OPM found that different levels of investigation are appropriate depending on the responsibilities of the position.
The Personnel Security and DI Agency (PSIO) ensures that all persons appointed to IS roles are subject to substantive investigations and are fit for employment within the IS and the federal government, and that their employment may in any way pose a threat to the institution. These conclusions are based on information from substantive investigations. NBIB and other members of the personnel security community conduct official business, communicate and collaborate in a secure and encrypted environment known as the NP2 Secure Portal. . . .
